Government lax in phasing out incineration

Rita Dutta - Mumbai

The Ministry of Environment and Forest has signed the Stockholm convention in May 2002 to phase out incineration. The Stockholm Convention, which 122 countries have already signed, identified 12 of the most dangerous Persistent Organic Pollutants (POPs), and focuses on reducing and eliminating their use. Ironically, the Bio Medical Wastes (Management and Handling) Rules, 1998 mentions incineration for three categories of waste.

Except for a few states, the various state pollution control boards have failed to take action even against incinerators which are not following the pollution control standards. Irked by the apathy of the government, 34 NGOs have formed a consortium of Health and Us- Medical waste Action Network (HuMAN) so that the government take cognisance of incinerators as a toxic technology and intensify its efforts of phasing out incineration.
